ISO 14001 Clause 5: Leadership

Clause 5 places accountability for the Environmental Management System squarely with top management, requiring active commitment, a defined environmental policy, and clear assignment of EMS roles and responsibilities.

Top Management Commitment

ISO 14001 requires top management to demonstrate leadership by taking accountability for the effectiveness of the EMS. This means ensuring the environmental policy and objectives are compatible with the organisation's strategic direction, integrating EMS requirements into business processes, ensuring adequate resources are available, and promoting continual improvement.

Leadership is not delegated. While day-to-day management tasks can be assigned, ultimate responsibility for environmental performance stays with top management.

Environmental Policy

The environmental policy is a documented commitment that sets the tone for the entire EMS. Clause 5.2 requires it to be appropriate to the organisation's purpose and context, include commitments to protection of the environment, fulfilment of compliance obligations, and continual improvement. The policy must be communicated within the organisation and available to interested parties.

Roles, Responsibilities, and Authorities

Clause 5.3 requires top management to assign and communicate the roles needed to run the EMS effectively. This includes ensuring the EMS conforms to ISO 14001 requirements and reporting on EMS performance to top management. Clear role definitions prevent gaps in environmental control and ensure accountability.
