ISO 45001 Clause 5: Leadership & Worker Participation

Clause 5 places direct accountability for occupational health and safety on top management and requires meaningful worker consultation and participation in the OH&S management system.

Leadership and Commitment

Clause 5.1 requires top management to demonstrate leadership and commitment to the OH&S management system. This goes beyond simply approving a policy document. Top management must take overall responsibility and accountability for the prevention of work-related injury and ill health, ensure that the OH&S policy and objectives are established and compatible with the strategic direction, ensure integration of OH&S requirements into business processes, and promote a culture that supports the management system.

ISO 45001 is explicit: top management cannot delegate this accountability. They must be visibly engaged in safety leadership, not merely signing off on documents produced by others.

OH&S Policy

Clause 5.2 requires top management to establish, implement, and maintain an OH&S policy. The policy must include a commitment to providing safe and healthy working conditions for the prevention of work-related injury and ill health, a commitment to eliminating hazards and reducing OH&S risks, a commitment to consultation and participation of workers, and a commitment to continual improvement of the OH&S management system. The policy must be available as documented information, communicated within the organisation, and available to interested parties.

Worker Consultation and Participation

Clause 5.4 is one of the most significant requirements in ISO 45001. It requires the organisation to establish, implement, and maintain processes for consultation and participation of workers at all applicable levels. Workers must be consulted on determining interested party needs, establishing the OH&S policy, assigning roles and responsibilities, and planning to meet legal requirements. Workers must also participate in identifying hazards and assessing risks, determining controls, investigating incidents, and establishing OH&S objectives.

Roles, Responsibilities, and Authorities

Clause 5.3 requires top management to assign and communicate responsibilities and authorities for relevant roles within the OH&S management system. This includes ensuring the system conforms to the requirements of the standard and reporting on its performance to top management.

  1. How does top management demonstrate active leadership and personal accountability for the OH&S management system?
  2. Does the OH&S policy include all required commitments including safe conditions, hazard elimination, worker consultation, and continual improvement?
  3. What mechanisms exist for worker consultation and participation in OH&S decisions, hazard identification, and incident investigation?
  4. Are OH&S roles and responsibilities clearly defined and communicated across all relevant levels of the organisation?
  5. How are workers provided with time, training, and resources to participate meaningfully in the OH&S management system?
