ISO 14001 Clause 9: Performance Evaluation

Clause 9 ensures your EMS delivers measurable results. It covers monitoring and measurement of environmental performance, compliance evaluation, internal auditing, and management review.

Monitoring, Measurement, Analysis, and Evaluation

Clause 9.1.1 requires the organisation to determine what needs to be monitored and measured, the methods used, the criteria against which performance is evaluated, and when monitoring and analysis shall be conducted. This includes tracking progress toward environmental objectives, monitoring the status of significant aspects, and measuring the effectiveness of operational controls.

Where monitoring equipment is used, it must be calibrated or verified at specified intervals to ensure results are valid and reliable.

Compliance Evaluation

Clause 9.1.2 requires a planned process for evaluating fulfilment of compliance obligations. The organisation must determine the frequency of evaluations, evaluate compliance and take action if needed, and maintain knowledge and understanding of its compliance status. This is not a one-off activity but an ongoing process that ensures the organisation stays on the right side of its legal and other commitments.

Internal Audit

Clause 9.2 requires the organisation to conduct internal audits at planned intervals to confirm the EMS conforms to ISO 14001 requirements and the organisation's own planned arrangements, and that it is effectively implemented and maintained. Auditors must be objective and impartial, and audit results must be reported to relevant management.

Management Review

Clause 9.3 requires top management to review the EMS at planned intervals to ensure its continuing suitability, adequacy, and effectiveness. Inputs to the review include the status of previous actions, changes in context and interested parties, environmental performance data, compliance evaluation results, audit findings, and opportunities for improvement.

Key Requirements

  • Monitor and measure environmental performance against defined criteria
  • Evaluate compliance with legal and other obligations at planned intervals
  • Conduct internal audits covering all EMS requirements and report results
  • Hold management reviews with defined inputs and documented outputs
  • Retain documented information as evidence of monitoring, audit, and review results

Audit Questions

  1. What environmental parameters are monitored and how are the results analysed and evaluated?
  2. How often is compliance evaluated and what actions result from identified non-compliance?
  3. Can you show the internal audit schedule and demonstrate that all EMS elements are covered?
  4. What inputs and outputs are documented in the most recent management review?
  5. How are monitoring instruments calibrated and are records maintained?
